Does cutting a lawn treated with pesticides and fertilizes release chemicals into the air?

After it’s rained several times, is it OK to cut the lawn after pesticide and fertilizer treatment? Does this cause any chemicals or toxins from the aforementioned to get up into the air? If it does, could they get into surrounding households? Is anyone cutting the lawn at risk?
